The Belt and Road Initiative Tax Cooperation Conference Successfully Held in Astana

The Belt and Road Initiative Tax Cooperation Conference (or BRITCC), co-hosted by the State Revenue Committee of the Republic of Kazakhstan, the State Administration of Taxation of the People’s Republic of China, the OECD’s Centre for Tax Policy and Administration and the OECD’s Forum of Tax Administration, was held in Astana, Kazakhstan during May 14-16, 2018.

252 delegates from 49 tax administrations, 4 international and regional organizations, and 5 academic institutions as well as private sectors attended the Conference. Four correlated topics on taxation: the rule of law, taxpayer service, dispute settlement, and capacity building, were discussed at the Conference. Even though BRI jurisdictions may vary in economic conditions and cultures, they face common challenges in the above areas. Delegates from tax authorities and business exchanged their views and reiterated that taxation should facilitate trade and investment. The Conference shows that BRI jurisdictions are determined to harness collective knowledge and pool resources to foster a growth-friendly tax environment that contributes to inclusive and sustainable economic development.

Delegates agreed that stronger support is needed to achieve better coordination and cooperation amongst tax administrations of BRI jurisdictions and presented the Astana Proposal by BRITCC Participating Jurisdictions for Enhancing Cooperation in Tax Matters as the output of the Conference. The possibility of long-term tax coordination and cooperation in a more structured and institutional format under the BRI framework was explored on the side meeting of the Conference.
