On February 26, at the first national video conference for tax authorities held by the State Administration of Taxation (SAT), 20 sub-categories of measures for convenient taxation services in five categories were introduced, sending a positive signal that the business environment will be further optimized in the first year to implement the spirit of the 19th CPC National Congress.


Deepening the reform of "delegation, regulation and service", and accelerating the provision of more convenient taxation services…the Spring Breeze Campaign for More Convenient Taxation Services will open up a new chapter for entrepreneurship and innovation in its fifth year while optimizing the taxation and business environment.


Five major categories and 20 sub-categories of innovative measures will help make tax processing easier in the new year


It was learned from the meeting that tax authorities around the country will organize the Spring Breeze Campaign for More Convenient Taxation Services for the fifth consecutive year in 2018, with focus on deepening the reform of "delegation, regulation and service" and optimizing the taxation and business environment.


Tax authorities will introduce 20 sub-categories of measures for more convenient taxation services in five major categories in 2018 to optimize the taxation and business environment and strengthen taxpayers' sense of gain, according to Ren Rongfa, deputy administrator at the SAT.


For example, to offer more convenience to taxpayers, they will launch 24 measures in 6 sub-categories, including optimizing tax processing by entities, deepening joint tax processing, simplifying tax declaration, innovating invoicing management, adopting a list approach and improving services to major taxpayers, so as to make it easier for taxpayers to declare taxes and make payments.


Ten measures in three sub-categories will be adopted to strengthen taxpayers' sense of smooth tax channels, such as accelerating the construction of e-tax bureaus, simplifying information reporting and promoting a shift of financial statements between taxpayers.


In addition, 12 measures in three sub-categories will be introduced, including optimizing the taxation and business environment, advancing social credit co-governance and pressing ahead with the strategy to serve economic development, so as to enhance taxpayers' compliance with tax laws and give them a stronger sense of gain.


The measures such as optimizing tax processing services provided by entities, deepening joint tax processing and simplifying tax declaration reflect the alignment of taxation services with taxpayers' demand, according to Peng Linpeng, chief of the Taxpayer Service Department at Shantou Municipal Local Taxation Bureau.


The five-year Spring Breeze Campaign unleashes the dividends of taxation


The five-year Spring Breeze Campaign and the refined service list are unleashing more dividends of the tax reform to taxpayers.


"Four years into the Spring Breeze Campaign for More Convenient Taxation since it was kicked off in 2014, the national tax system had launched 26 major categories and 90 sub-categories of innovative service measures as at the end of 2017," said Sun Yushan, director of the Taxpayer Service Department at the SAT.


"During nearly 10 years of service as an accountant, I have seen and felt the efforts of tax authorities to optimize their services." Cai Yu, accountant at Shandong Jiashan Culture and Media Company, is deeply impressed by the Spring Breeze Campaign that has been continuously pressed ahead with by tax authorities.


The implementation results of the Spring Breeze Campaign for the past four years can be justified from the changes in the online tax processing data. In 2012, only 10% of tax authorities provided online access to tax processing, while this figure is 100% at present, according to Fan Yong, professor at the Central University of Finance and Economics.


"More than 90% of tax-related matters can be handled online today, including tax-related information collection, declaration and payment, invoicing, tax relief and certificate processing, indicating "network" has been the major access to tax processing for taxpayers," said Fan Yong.


As for this year's Spring Breeze Campaign, Ren Rongfa said, tax authorities will further cut the time spent on tax processing, simplify declaration materials, and optimize service quality and efficiency in 2018, so as to enhance taxpayers' satisfaction, compliance and sense of gain, and improve the taxation and business environment.


Fully roll out the reform on tax matters at best requiring one visit to tax authorities


In addition, the meeting also unveiled that tax authorities will fully roll out the reform on tax matters at best requiring one visit to tax authorities in 2018, which is also the first step of the 2018 Spring Breeze Campaign for More Convenient Taxation Services.


One visit to tax authorities at best for tax matters means that by optimizing tax processes, enhancing the quality and effectiveness of taxation services, and integrating tax processing online and offline, tax authorities will allow taxpayers to visit them only once at best or go through tax processing online for tax matters laid out in the List of Tax Matters Requiring at Best One Visit to Tax Authorities, provided that the materials are complete and comply with the statutory requirements for tax processing, said Zhang Weihua, deputy director of the Taxpayer Service Department at the SAT.


It was learned that this List is to come into force on April 1, 2018.


The List covers the whole process of tax handling ranging from tax registration, confirmation management and invoicing, each of which concerns taxpayers and is aligned with taxpayer's demand for tax processing, said Li Wanfu, director of the SAT Taxation Science Institute.


According to Ren Rongfa, tax authorities at all levels should enhance organization and leadership, perform their responsibilities, intensify supervision and inspection in 2018 to ensure all the measures are implemented and take effect. Next, tax authorities will be committed to implementing the measures for the reform of "delegation, regulation and services", in an effort to build the stable, fair, transparent and predictable taxation and business environment.
