Recently, the State Administration of Taxation (SAT) issues the circular to specify the overall requirements of national taxation publicity work for 2012 and makes a decision that the taxation publicity month with the theme of "tax-development-people's livelihood" will be launched across China in April, 2012.
According to the circular, the national taxation publicity work for 2012 has the overall requirements as follows: earnestly carrying out the spirits of the Sixth Plenary Session of the 17th CPC Central Committee and the National Conference on Propaganda Work, consider all the work assignments of National Tax Conference, constantly uphold the proper direction of public opinion, strengthen taxation publicity via news, guidance of tax-related public opinion, propaganda of tax image and system, and construction of propaganda capability around the central task of creating a favorable atmosphere of public opinion for taxation work, work hard to increase targeted and practical results of taxation publicity, further inspire work initiatives of all the tax cadres, and boost the understanding of and support for taxation work by all the taxpayers and all walks of life to make contributions to the healthy development of taxation work.
The local taxation organs at all levels shall uphold three principles as follows in their actual work:
First, constantly pursuing positive publicity work: It's necessary to further publicize the active role of promoting development, adjusting structure and improving people's livelihood, the tax departments' significant measures and achievements in promoting legal administration, optimizing tax payment service, innovating tax collection and reinforcing tax team construction, and the outstanding performance of those exemplary tax cadres at the grassroots level around the central task of creating a favorable atmosphere of public opinion for taxation work. It's imperative to identify and publicize the positive examples of those tax payers, highlight the unity, stability, encouragement and positive publicity, stress publicity work via dominant media, optimize publicity image of tax departments and develop the favorable environment of public opinion for taxation work across the country and inside and outside the system.
Second, constantly handling overall planning: It's important to tighten the overall planning of taxation publicity work, integrate various publicity resources effectively, and to create a general publicity pattern with the related publicity authorities as leader and all other departments concerned as active participants. In the actual work, it's imperative to emphasize the combination between intensive publicity activity and everyday publicity activity, between press publicity and guidance of public opinions, between positive publicity and supervision of public opinions, and between taxation publicity and tax payment service so as to achieve the unity of setting publicity theme, defining publicity focus and organizing publicity force, and sufficiently utilize the functions of taxation publicity work in publicizing tax policy, upholding healthy social trend, guiding public opinion, serving the public and handling public supervision.
Third, earnestly changing work style: It's imperative to organize the activity of "learning much about the situation at grassroots, changing work style and improving literary style" while the actual tax work is considered, and to uphold the realistic and concrete work style and the lively and plain literary style across the tax system. Besides, it's necessary to learn much about the situation at grassroots, and develop some exemplary taxation publicity works of "closeness to reality, closeness to life and closeness to the masses" based on the actual demands of tax payers and the tax collection and payment at grassroots level. The SAT and all the provincial tax departments shall study the target, task and work thoughts of taxation publicity, improve and reinforce the system and measures of taxation publicity, and boost the taxation publicity work with influential media and projects as a platform. The tax departments at grassroots level shall treat taxation publicity as a critical part of everyday taxation work, utilize the leading role of everyday taxation work in taxation publicity, maximize the initiatives and creativity of all the tax cadres and employees at grassroots level and guarantee the practical implementation of all the publicity work and tasks.
In the 21st taxation publicity month this year, the SAT requires that all the taxation organs at different levels make scientific plans and proper preparations to ensure the success of this taxation publicity month. Since 2008, the national taxation publicity month with the theme of "tax-development-people's livelihood" have reaped the positive social effects, and such a theme has been recognized by the public. In this case, the SAT decides to continue the national taxation publicity month in 2012, and all the taxation organs at different levels may add their own subtitles to the national theme while the local situations are considered to highlight the local characteristics.
In the course of taxation publicity month, the SAT will organize a series of taxation publicity activities, including the "Online Interviews with the Director of Tax Bureau", the selection and publicity activity of "A Good Tax Cadre beside Me" and the tax publicity column with the central media. The taxation organs at all levels shall take an active part in all the publicity events according to the SAT's overall planning, and all the directors of state and local tax bureaus of all the provinces (autonomous regions and municipalities directly under the Central Government) shall attend online interviews on the chosen local websites together with the SAT. In the meantime, all the local taxation organs shall work hard to organize and develop other taxation publicity activities while the actual conditions are considered. First, it's critical to make careful organization and plans to create the publicity influence. The taxation organs at different levels shall attach sufficient attention to the taxation publicity month, and actively report the assignment of national taxation publicity month to the leaders from the local party committees and local governments to earn vigorous supports from local leaders and the related departments. They shall tighten connection and coordination, carefully organize and plan the launch ceremony and the critical contents of this taxation publicity month, and motivate the broad participation of the masses of people to develop the joint publicity efforts, enhance the publicity momentum and increase the social influence of taxation publicity month. Second, it's important to stress publicity results and raise activity quality. We shall start with the enhanced legal awareness of social taxation work and the higher tax compliance, uphold the principle of "three closeness" to better convey the features of taxation publicity work that are unique to this era and masses of people, highlight publicity focus, develop publicity examples, and raise publicity quality to earnestly boost the understanding of and support for taxation work by all the taxpayers and all walks of life. Third, it's necessary to create the innovative publicity contents and platform while the local situations are considered. We shall highlight and utilize the local advantages of economic, social and cultural resources when the SAT's requirements and the local situations are considered, create the innovative publicity contents, integrate the spirit of the times, tax features and regional characteristics into the whole, organize and develop a batch of innovative publicity events, and try to create the outstanding tax culture with local characteristics.
According to the circular, all the local taxation organs at different levels shall start with the development of taxation publicity month, carefully make the annual taxation publicity plan and conduct the annual taxation publicity work. While the brand effect of taxation publicity month is brought into full play, the everyday publicity work shall maintain its continuous, sustainable and effective results to boost the intensive performance of annual taxation publicity work.
Moreover, the SAT requires that the local taxation organs handle all the taxation publicity work properly, set the publicity topics actively, tighten the taxation publicity work via news, create the long-effect management mechanism for public opinion, strengthen the guidance and management work of tax-related public opinion, organize the publicity activity to highlight the advanced deeds of those exemplary tax characters, reinforce the publicity work of tax department image, enhance the legal awareness of social taxation work, boost the publicity work of tax-related legal system, build a solid basis of publicity work and promote the construction of taxation publicity capacity.
