    The Working Conference on the Construction of Cadre Team and Party's Work Style and Clean Government of National Taxation System was successfully held in Shanghai from July 19 to 20. The conference examined the spirit of General Secretary Hu Jintao's "July 1" keynote speech, summarized the construction progress of cadre team, and Party's work style and clean government for the last few years, analyzed the current situation and assigned the present and future tasks. The important attendees at the conference include the Administrator of State Administration of Taxation (SAT), Xiao Jie, the SAT's deputy administrators like Qian Guanlin, Xie Xuezhi, Qiu Xiaoxiong and Songlan, the Leader of the SAT's Disciplinary Inspection Group as assigned by the CPC Central Committee for Discipline Inspection, Feng Huimin, and Chief Accountant Wang Kang. As entrusted by the SAT, Qian Guanlin and Feng Huimin gave a report on strengthening the construction of cadre team and Party's work style and clean government of national taxation system separately.
    Qian said in his report that the national taxation system, while upholding the work theme of serving scientific development and creating harmonious taxation, has worked hard to strengthen the construction of taxation cadre team during the recent years, and to reap some significant results, such as the leading group's significantly enhanced functions, the cadre team's increasing comprehensive quality, the cadre management mechanism's gradual improvement and taxation department's bettering image. Through the constant efforts to tighten the construction of taxation cadre team, we have boosted the development of tax service and tax collection and management effectively, and offered a strong guarantee for effectively utilizing the role of taxation work in raising income, controlling economy and regulating distribution, and for serving the scientific development of economy and society.
    Qian said that the CPC Central Committee's important decisions and deployments about the CPC's construction work has defined some new tasks for the construction of taxation cadre team; the effective utilization of the role of taxation in serving the economic and social development has raised some new requirements for the construction of taxation cadre team; the intensive development of taxation cause has posed some new challenges for the construction of taxation cadre team; the profound change of cadre development environment has specified some new topics for the construction of taxation cadre team. The taxation organs at all the levels shall fully realize the importance and urgency of reinforcing and improving the construction of taxation cadre team in the new situation, earnestly strengthening sense of responsibility and mission, and elevating the construction of taxation cadre team to a new level.
    Qian stressed that the general requirements for strengthening the construction of taxation cadre team at present and in the future can be described as follows: guided by Deng Xiaoping's theories and the important thoughts of Three Represents, implementing the Scientific Outlook on Development, executing the spirits of the CPC's 17th National Congress and the Fourth and Fifth Plenums of the 17th CPC Central Committee and the CPC Central Committee's important decisions and deployments about the cadre team construction work, insisting on the human-oriented principle, upholding the work theme of serving scientific development and creating harmonious taxation, striving to build a high-quality and professional taxation cadre team with steady political stand, excellent business performance, good work style, honest and clean administration, and unity and harmony according to the requirements for perfecting the guarantee mechanism of taxation development through talents and clean taxation administration and the emphasis on stimulated vigor and innovative management, thus providing the strong political, ideological and organizational guarantee and talent support for the scientific development of taxation cause.
    Qian stated that, for the purpose of stimulated vigor and innovative management, it's important to tighten ideological work and reform system and mechanism, and to strengthen supervision and management so that all the taxation cadres and workers can be motivated in their work, and can gradually develop good conducts. Stimulated vigor and innovative management, which are mutually connected and influenced, are unified in the whole construction process of high-quality and professional taxation team. It's imperative to attach equal importance to these two aspects and further the development taxation cadre team construction work.
    Qian assigned in his report the main tasks for the construction of taxation cadre team at present and in the days to come. First, it's important to make persistent efforts to strengthen the construction of leading group and further enhance the leadership in scientific development of taxation cause. The leading group shall give top priority to the political and ideological construction. The key to the strengthened construction of leading group is to appoint proper leaders, select young cadres and optimize structure of leading group. Besides, we shall stress the intrinsic relationship with masses of people, earnestly consolidate the construction of leader's work style, guide masses of people and gather force through the leaders' good work style, tighten management and supervision over leaders, encourage the leaders' standardized use of power and diligent and clean government, and emphasize the construction of bureau leaders at the municipal and county levels. Second, it's important to boost the construction of civil servant team and gradually form the scientific and rational cadre development pattern. We shall speed up the management work of administration and law enforcement officials, and motivate the vigor of cadre team. Moreover, we shall further tighten the management of civil servants involved in comprehensive administration work, explore and practice on a trial basis the management of civil servants involved in engagement system, promote the reform of institutions steadily and reinforce the construction of retired cadre team. Third, it's important to perfect cadre selection and appointment system, improve the public credibility of and people's satisfaction with such system, better the means of cadre selection and appointment, insist on the reform direction of competitive cadre selection, create the cadre selection and appointment mechanism with an equal stress on competition for job posts and investigation and appointment. Also, we shall promote the cadre and personnel reform system according to employment standard of stressing both integrity and talent and giving priority to ethics, and under the guideline of democracy, openness, competition and preference, standardized and regulate the cadre selection and appointment work, enhance the scientific and credible nature of such work, and further improve all the selection and appointment systems. Fourth, it's important to earnestly strengthen and improve the education and training work, develop a batch of high-quality professional talents, define the basic thoughts of strengthening education and training work and innovating talent work to meet the development requirements of situation and the actual conditions of cadre team. In addition, we shall highlight talent training work to build a taxation talent team with sufficient quantity, complete profession, rational structure and high quality, and innovate education and training theories and methods through differentiated cadre education and training demands, diversified training methods and modern training tools. Fifth, it's important to enhance the Party construction and the ideological and political work and create the positive environment of inspiration, unity and harmony, utilize the Party organizations' supportive and supervisory role in completing taxation work and task, enable the Party organizations to become the strong forts in boosting development, serving people, rallying all the people and promoting harmony, highlight ideological and political work, strengthen the construction of grassroots work, enhance the awareness of offering grassroots service and help the grassroots cadres conduct work more effectively.
    Qian asked the taxation organs at different levels to further unify thoughts, enhance awareness, grasp laws and make innovations, tighten leadership over the construction of cadre team, form cohesive force through effective leadership, improve leadership and work mechanism of taxation cadre team construction, mobilize all the forces and integrate all the resources to develop the positive situation of taxation cadre team construction, further innovate concepts, systems and methods through exploration and innovation to solve the new problems in the cadre team construction, and to meet the requirements more effectively for situation development and taxation work during the cadre team construction, strengthen investigation and grasp laws, understand the new situations and problems in a timely manner, accurately grasp the new expectations of cadres and workers, and promote the new achievements in the construction of taxation cadre team through broader perspective, solider work style and more effective methods.
    Feng Huimin highlighted five aspects in the report, including boosting the construction of corruption punishment and prevention system, deepening the construction of internal control mechanism, pumping more efforts into investigating and handling cases, implementing the responsible system for construction of Party's work style and clean government, and enhancing the execution of systems. Feng said that the taxation system has been promoting the overall work of combating corruption and building clean government with improving the system of punishing and preventing corruption as a focus, and has achieved some noticeable results, like better-defined construction thoughts of corruption punishment and prevention system, more effective prevention from sources, better-established system of combating corruption and building clean government, more intensive education for the purpose of combating corruption and building clean government, more effective supervision and control, and more obvious construction results of political and industrial atmospheres. The taxation system shall earnestly implement the CPC's important decisions and deployments about the construction of corruption punishment and prevention system, further specify the work focus, take effective measures to boost the implementation of all the tasks involved in the construction of corruption punishment and prevention system, tighten the check of the construction of corruption punishment and prevention system, carefully examine and review the construction of corruption punishment and prevention system in its own unit, discover problems and make adjustments accordingly. The Party organizations of taxation organs at different levels shall assume chief responsibility based on the political awareness, form cohesive force, understand overall situation, stress important points, solve hard problems and pursue practical results.
    Feng said that the construction of internal control system is promoted as critical means for the construction of corruption punishment and prevention system in taxation system, important measures for preventing corruption, and integral contents of taxation system and mechanism reform, and it's important to make scientific arrangements, detailed deployments and steady progress. All the taxation organs at different levels shall deepen the construction of internal control mechanism so that the work can run through the construction of corruption punishment and prevention system in the taxation sector, treat the construction of internal control mechanism as significant work, list such work on agenda, conduct intensive research and make steady progress. It's essential to forge the tight link between informatization and internal control mechanism construction according to the CPC's new requirements for combating corruption and building clean government, namely "system + science and technology", increase the execution of system, implement the CPC's work deployment about strengthening the honest administration and risk control, and correct the prevention and control measures to respond to the change in trend development.
    Feng stressed that handling the disciplinary and legal offense cases is the important contents and integral requirements for promoting the construction of corruption punishment and prevention system, the most important, direct and effective means for combating corruption, and the prerequisite and foundation for preventing corruption. To tighten organization and leadership, the "top leaders" shall frequently listen to the work reports on investigation and punishment work, personally coordinate and oversee the investigation and punishment work of major cases, tighten management of case sources, expand channel of case sources, utilize the role of letters, visits and reporting as a chief channel, discover the clues from such work as supervision, inspection tour and auditing, create the collective investigation and clue transfer system, tighten communication with discipline inspection committee, and judicial and audit departments to develop the positive work mechanism and cohesive force, enhance the case investigation and treatment capability, build a strong and efficient discipline inspection and supervision cadre team, maintain relative stability of backbone team, increase the case-handling standard, establish the work report and supervision system on case investigation and treatment, specify the responsibility for case investigation and treatment work, utilize the fundamental functions of case investigation and treatment work, and integrate case investigation and treatment work into examination of causes and plugging up loopholes, into warning education and strengthened prevention, and into tightened supervision and balanced power to promote the transformation of punishment results into prevention results.
    Feng said that the responsibility system for improving the Party's work style and building clean government is the essential guarantee and important approach for the construction of corruption punishment and prevention system. The taxation organs at different levels shall, according to the SAT's Measures for the Taxation System's Implementation of the Rules on Carrying out the Responsibility System for Improving the Party's Work Style and Building Clean Government, design the detailed implementation rules and relevant measures when the local situations are considered, strive to make clear division of responsibilities and tasks, specify work requirements, achieve effective guarantees and develop the cohesive force in the construction of the Party's work style and clean government and the anti-corruption work.
    Feng stressed that the implementation and results of various systems depend on leaders. Leader shall accept supervision with a positive attitude, have a strong awareness of system constraints, and set an example in observing and executing systems. Besides, systems couldn't be effectively implemented without the support of people, so the systems shall be handed over to people and a positive atmosphere of respecting and executing systems shall be created to boost the implementation of systems. When the systems are to be implemented, it's necessary to treat scientific nature as a top concern and subject the systems to tests in practice, establish the supervision and check mechanism and define the system implementation measures, integrate execution of systems into the responsibility system for improving the Party's work style and building clean government, and make more efforts in supervision, checking and accountability so that the systems can be implemented more effectively.
    During the conference, the attendees carefully study the spirit of the General Secretary Hu Jintao's keynote speech at the conference to celebrate the CPC's 90th anniversary, and the spirit of Secretary He Guoqiang at the national discipline inspection and supervision system's conference to celebrate the CPC's 90th anniversary and seminar on the theories of combating corruption and building clean government, and have the heated discussions when the SAT leaders' reports and practical situations are considered. They reached a consensus that the special study on the construction of the taxation cadre team and the Party's work style and clean government in the CPC's 90th anniversary and the first year of the Twelfth Five-Year Plan proves to be very necessary and timely. In their view, the reports not merely embody the CPC's guiding spirits sufficiently, but consider the taxation departments' practical situations; not merely accurately understand the requirements from trend development, but focus on the significant problems in the construction of the taxation cadre team and the Party's work style and clean government; not merely design development plan scientifically, but suggest some feasible measures, thus proving to be well-targeted and instructional. They agreed to earnestly perform responsibilities, forge ahead with determination and work with a down-to-earth attitude according to the conference's requirements and deployments to complete all the tasks successfully and reap new accomplishments in the construction of the taxation cadre team and the Party's work style and clean government.
    Xie Xuezhi summarized that the conference offered an opportunity to unify thoughts, enhance awareness, clarify mentality, use proper tools, define tasks, highlight key work, exchange experiences, obtain enlightenment and attain desired goals. He stressed that the "top leaders" of the taxation organs at different levels shall earnestly assume the political responsibility as the first person responsible for the construction of the taxation cadre team and the Party's work style and clean government. According to Xie, the leaders shall not only care about cadres, but handle cadre management work bravely and wisely, combine the construction of the taxation cadre team and the Party's work style and clean government with all the taxation operations, handle deployment, promotion and implementation at the same time, place an equal emphasis on two aspects, achieve the mutual benefits and improvement in promoting the scientific development of taxation cause. Meanwhile, the strategy of joint efforts between upper and lower levels shall be considered. Specifically, the SAT shall attach much importance to the everyday well-beings of cadres and workers and actively solve their actual problems through systems and mechanisms, and the local taxation organs shall, while their practical work is considered, advance innovation and make active exploration to accumulate some useful experience and methods for strengthening the construction of the cadre team and the Party's work style and clean government. It's necessary to inspire the positive work attitude of taxation departments and try to win the support from party committees and governments at different levels, report work to such party committees and governments while their own work is properly handled, and create a good atmosphere of promoting the construction of the cadre team and the Party's work style and clean government in taxation system.
    Xie assigned the taxation work in the second half of 2011. First, all the taxation organs shall carefully study and implement the spirit of the General Secretary Hu Jintao's "July 1" keynote speech and apply the spirit to every aspect of taxation work, and convert the study results into a power driver behind the scientific development of taxation cause. Second, they shall earnestly handle the taxation revenue work, pay more attention to revenue quality management and guarantee sustainable and steady growth of taxation revenue. Third, they shall promote administration by law in an intensive sense, enhance the taxation cadres' awareness and capability of administration by law, solve some problems and contradictions that are involved deeply in taxation management system and mechanism, create the legal environment that contribute to the scientific development of taxation cause and further increase the level of administration by law. Fourth, they shall, based on the requirements of economic development trend, carefully examine and implement all the measures concerning taxation system reform and policy adjustment, and accelerate the transformation of economic development mode. Fifth, they shall tighten the construction of modern tax service system, and improve and optimize tax service work through their constant efforts. Sixth, they shall strengthen and innovation tax collection and management and incase the quality and efficiency of tax collection and management work to meet the requirements from such new situations as a sharp increase in quality of tax sources, a profound change in structure of tax sources, and an increasingly significant trend of liquidity and internationalization in tax sources. Seventh, they shall earnestly handle special treatment and audit and rectification work, highlight the construction of long-term mechanism and gradually develops a set of systems with scientific contents, rigorous programs, well-established supportive measures and effective performance.
    At the conference, eight local taxation authorities, including Shanghai Municipal Office, SAT (Shanghai Local Taxation Bureau), Tianjin Municipal Office, SAT, Jiangsu Local Taxation Bureau, Shandong Provincial Office, SAT, Hubei Local Taxation Bureau, Shaanxi Provincial Office, SAT, Qinghai Provincial Office, SAT, Xinjiang Uygur Autonomous Region's Taxation Bureau, introduced their work experience in the construction of the cadre team and the Party's work style and clean government. The meeting participants also discussed about five documents concerning strengthening the construction of the taxation cadre team and the Party's work style and clean government.
    The attendees included the chief leaders and leaders of discipline inspection groups from the SAT's offices and local taxation bureaus of all the provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, and the chief leaders from the SAT's departments and all the units directly under the SART. Meanwhile, the related leaders from the CPC's Central Committee for Discipline Inspection, the Organization Committee of the CPC's Central Committee, the Ministry of Finance and the State Administration of Civil Service were also invited to attend the meeting.
