    Xiao Jie, Administrator and Party Secretary of State Administration of Taxation (SAT), and Qiu Xiaoxiong, the member of the SAT's leading Party Group and the Deputy Administrator of SAT, along with the leaders from the SAT's departments concerned, conducted an investigation and research in Xinjiang about the local taxation authorities' implementation of the spirits of the Central Government's Seminar on Xinjiang's Development and the Central Government's taxation policies and measures to support Xinjiang's development, and also the taxation cadres and workers at the grassroots level. Xiao stressed that all the taxation cadres and workers in Xinjiang shall renew their efforts at the new historical moments to make greater contributions to the scientific development of taxation cause in Xinjiang and to such two historic missions as Xinjiang's leap-forward development and long-term stability.
    Xiao Jie, Qiu Xiaoxiong and other visitors attended the seminar in Urumqi with the taxation cadres from the taxation organs at the level of autonomous region, city and county to collect comments and suggestions about the Central Government's taxation policies to support Xinjiang's development, and conducted effective communication and exchange with the participants. The attendees talked about the implementation of taxation policies and the related work and life problems, and voiced their own opinions.
    Having listened carefully to the participants' words, Xiao mentioned their requirements for Xinjiang's taxation departments. First, it's important to further implement all the taxation policies and measures to support Xinjiang's development. The Central Government's Seminar on Xinjiang's Development in May, 2011 made the strategic plan on promoting Xinjiang's leap-forward development and long-term stability and raised the new requirements for taxation departments in their efforts to serve Xinjiang's economic and social development. During a period of more than one year, the SAT and Xinjiang's taxation organs at different levels have made considerable progress and achieved fruitful results in their active implementation of the Central Government's taxation policies and measures to support Xinjiang's development. It's important to carefully execute the Central Government's strategic plan and further carry out all the taxation policies and measures. The SAT's departments shall strengthen their guidance, supervision and inspection, pay much attention to the implementation of all the policies concerned, carefully examine the policy-related effects, and solve the execution problems through timely assistance and coordination. Xinjiang's taxation organs shall make great efforts to implement policies and guarantee the proper implementation of all the policies, understand the new situations and problems in the implementation of policies, and put forward better suggestions without delay. The taxation organs at different levels shall work hard to guarantee that the Central Government's policies and measures to support Xinjiang's development can produce positive results. Second, it's important to earnestly maintain Xinjiang's political stability. According to the Spirit of the General Secretary Hu Jintao's "July 1" Keynote Speech, "development is of overriding importance and stability is our overriding task. If there is no stability, then nothing can be achieved, and what achievements we have made will be lost. For Xinjiang, it's more important to promote solidarity among ethnic groups and maintain the overall social stability." The taxation organs and taxation cadres and workers at different levels in Xinjiang shall carefully implement the taxation organs' legal responsibilities, voluntarily assume the responsibilities for keeping ethnic solidarity and social stability, and persistently conduct the education on national unity and ethnic solidarity under the strong leadership of the autonomous region's party committee and government to firmly fight against the national separatism activities and prevent any taxation personnel from participating in the national separatism activities. As the law enforcement department, taxation departments shall directly face all the tax payers, and the harmonious relationship between tax payers and collectors is also crucial for keeping Xinjiang's stability. It's necessary to earnestly safeguard the tax payers' legitimate rights and benefits, and actively prevent and properly remove any possible conflicts involved in the tax collection work. Also, they shall take necessary measures in terms of safety protection and monitoring equipment to protect the personal safety of taxation cadres and workers. Third, it's important to earnestly implement the spirits of the Working Conference on the Construction of Cadre Team and Party's Work Style and Clean Government of National Taxation System. The taxation authorities at different levels shall, according to the SAT's requirements and considering the actual conditions, specify the implementation opinions, further detailed work measures and work hard to properly handle the construction of cadre team and Party's work style and clean government, and all the taxation work in the second half of 2011.
    Qiu said at the seminar that Xinjiang, as an important strategic screen and a significant window to opening to the outside in the northwestern part of China, is a critical region for implementing the China's Western Development Strategy and an essential base for strategic resources, thus claiming a very special strategic position and affecting the overall development situation. The Central Government's two historic missions like Xinjiang's leap-forward development and long-term stability remains in the critical implementation period, so the taxation department shall assume significant responsibilities. All the taxation cadres and workers love and serve Xinjiang, have strong political awareness and do a lot of work despite the hard working conditions in Xinjiang, so they are a good workforce. They're expected to continuously implement the Central Government's work tasks and earnestly perform their important responsibilities for serving Xinjiang's development.
    Xiao Jie, Qiu Xiaoxiong and other leaders also visited the tax service center of Xinjiang Uygur Autonomous Region's State Taxation Bureau and Local Taxation Bureau. Xiao said that a constant effort to improve and optimize tax service is a significant approach to creating the harmonious relationship between tax collectors and payers and maintaining Xinjiang's stability. The tax service center co-run by Xinjiang's state and local taxation authorities, as an innovative practice, is an effective way to alleviate the tax payers' burden and raise the service level. He suggested summarizing work experience and running the tax service center better.
    The visiting leaders also visited the tax service halls of the grassroots taxation organs, had intimate talks with the tax payers and required the tax organs to provide a capable workforce in tax service halls so that tax payers can enjoy better tax services.
    Xiao Jie and Qiu Xiaoxiong cared much about the work and lives of those taxation cadres and workers of different ethnic groups at grassroots level. They went to meet with the representatives of model workers and the taxation cadres and workers with different ethnic backgrounds from the taxation organs at the level of autonomous region, prefectures and cities, and counties in Xinjiang. Besides, they talked with the young cadres who came from different corners of China to work with Xinjiang's taxation departments to encourage their love of Xinjiang and taxation cause, and hope their outstanding performance at their job posts. They went to learn something about the cadres and workers' housing conditions, the courtyard greening work and the construction of canteens and cultural and sports facilities at the grassroots taxation organs, and asked about the taxation cadres and workers' lives. They said that the local living and working conditions are harsh since Xinjiang, located in the northwestern corner of China, is an underdeveloped region of ethnic groups. The leaders from taxation organs at different levels shall care much about the grassroots cadres and workers' work and lives, take effective measures to solve their actual problems and create a sound working and living environment.
    During the investigation and research tour, Xiao Jie and Qiu Xiaoxiong exchanged views about economic and taxation problems with the chief leaders of Xinjiang Uygur Autonomous Region's party committee and government, and expressed sincere gratitude on behalf of the SAT for the local party committee, government and departments' long-term care about and support for the taxation work. They also attended the seminar co-hosted by the SAT and the local government, and exchanged ideas with the chief leaders from local government about further improving and implementing the taxation policies and measures to support Xinjiang's development according to the Spirit of the CPC Central Committee's 9th Document. They stressed that the taxation departments shall, based on the Central Government's overall requirements, sufficiently consider Xinjiang's industrial and regional development state, and further improve and implement all the taxation policies and measures to support Xinjiang's development.
    They also visited Horgas Special Economic Development Zone and promised to introduce favorable taxation policies and measures to boost the development of economic development zone and promote the vigorous growth of cross-border trade.
    In the course of their visit, they listened to the work reports by Xinjiang's state and local taxation bureaus. Xiao said that Xinjiang's taxation cause has reaped great achievements during the Eleventh Five-Year Plan due to the strong leadership of Xinjiang Uygur Autonomous Region's party committee and government, the vigorous support from all the departments concerned and the joint efforts of all the local taxation cadres and workers. He, on behalf of the SAT's leading Party Group, expressed sincere thanks and high respect to the local taxation cadres and workers, and hoped them to earnestly implement the Central Government's work deployment, and continue their efforts to make due contributions to building a prosperous, wealthy, harmonious and stable Xinjiang with socialist characteristics.
