    The national taxation system recently held the working conference on the Party's work style and a clean government in Beijing from February 27 to 28, 2012. The conference carried out the spirits of the 17th CPC National Congress, the Fifth and Sixth Plenary Sessions of the CPC Central Committee and the Seventh Plenary Session of the 17th CPC Central Commission for Discipline Inspection, briefly reviewed the general performance of corruption punishment and prevention system during the First Five-Year Plan, summarized the national taxation system's improvement of the Party's work style, construction of a clean government and anti-corruption work in 2011, and examined and assigned the tasks for 2012.
    Xiao Jie, Party Leadership Group Secretary and Administrator of the State Administration of Taxation (SAT), stressed at the meeting that the taxation organs at all levels shall learn and understand the spirits of the keynote speeches by Hu Jintao and He Guoqiang, carried out the spirits of the Seventh Plenary Session of the 17th CPC Central Commission for Discipline Inspection, sufficiently realized that the Party's purity is a significant guarantee for utilizing the functions of taxation work, a solid basis for accumulating wealth for the country and collecting tax for the people, and an important part of building the taxation cadre team, handle all the work properly to maintain the Party's purity, strengthen the construction of party cadres' ideology, team, work style and clean government, reinforce supervision and develop rigid discipline.
    Xiao made positive comments on the new progress made by national taxation system during recent years in earnestly strengthening the improvement of the Party's work style, construction of a clean government and anti-corruption work, and carefully implementing the construction of the corruption punishment and prevention system during the First Five-Year Plan when taxation work is treated as a central task. He required that the national taxation system further enhance the sense of responsibility and urgency when the improvement of the Party's work style and the construction of a clean government are handled, and further promote the implementation of all the work concerned in the taxation system. According to him, it's imperative to highlight and tighten the improvement of the Party's work style and the construction of a clean government, further strengthen the implementation of responsibilities, earnestly increase the execution of systems, voluntarily maintain the authoritativeness and formality of system, make harder and ceaseless efforts to prevent corruption from source, investigate and punish the conducts in violation of laws and regulations, effectively utilize the drastic functions and comprehensive effects of cases investigation and punishment, resolve the outstanding problems that cause much dissatisfaction from the masses of people, maintain the tax payers' legitimate rights and benefits, continue our efforts at the construction of the corruption punishment and prevention system, and build and improve the long-effect mechanism for punishing and preventing corruption.
    Feng Huimin, the member of the SAT's Party Leadership Group and the leader of the SAT's disciplinary inspection group as assigned by the CPC Central Disciplinary Committee, gave the work report at the meeting. He summarized the new progress made by national taxation system in the improvement of the Party's work style and the construction of a clean government in 2011, reviewed the overall construction of the corruption punishment and prevention system for the past four years, assigned the tasks for 2012, and raised the work requirements.
    Feng said that the national taxation system attached more importance to improvement of the Party's work style, construction of a clean government and anti-corruption work, further enhanced the leaders' sense of responsibility, and increased the execution of anti-corruption system so that a noticeable progress has been made in the construction of combating corruption and upholding integrity by improving the corruption punishment and prevention system. She required that the national taxation system earnestly learn the spirits of the Seventh Plenary Session of the 17th CPC Central Commission for Discipline Inspection, tighten efforts at the construction of corruption punishment and prevention system, and push even further the improvement of the Party's work style, construction of a clean government and anti-corruption work.
    According to her, the SAT's Party Leadership Group has given much prominence to the construction of corruption punishment and prevention system in the taxation work, and developed the measures for carrying out the CPC's five-year plan for the construction of corruption punishment and prevention system since 2008. All the taxation organs at different levels shall, based on the fundamental work thoughts of "four perseverance and four focuses" in the course of combating corruption and upholding integrity, highlight "three main threads" and create the overall framework of "two + one + four" in the corruption punishment and prevention system with the characteristics of taxation work, namely, "two systems" (system of combating corruption and upholding integrity and responsibility system for the improvement of the Party's work style and the construction of a clean government), "one pattern" (general work pattern of preventing corruption), "four mechanisms" (education and guidance mechanism of honest taxation work, supervision and constraint mechanism for power operation, punishment and warning system for illegal and irregular conducts, and correction and rectification mechanism for safeguarding rights and building examples). As a result, the national taxation system has enjoyed a more effective prevention of corruption from source, a better-established system of combating corruption and upholding integrity, more powerful supervision and constraint, more outstanding effects of cases investigation and punishment, better education results of combating corruption and upholding integrity, and constant rise in sector image.
    In her words, the year 2012 is the last year of the First Five-Year Plan during the construction of corruption punishment and prevention system. Thus, our persistent efforts to promote the system construction means a lot to the improvement of the Party's work style, construction of a clean government and anti-corruption work. Her overall requirements for the work in 2012 can be described as follows: carrying out the work assignment of the Seventh Plenary Session of the 17th CPC Central Commission for Discipline Inspection, implementing the responsibility system for the improvement of the Party's work style and the construction of a clean government, complying with the Party's rigid discipline, strengthening the construction of the Party's work style, improving the corruption punishment and prevention system, deepening the construction of internal control mechanism, tightening supervision on leaders and cadres, handling the cases in violation of laws and disciplines severely, and working hard to resolve the outstanding problems that cause much dissatisfaction from the masses of people so that the national taxation system can make new progress in the improvement of the Party's work style, construction of a clean government and anti-corruption work.
    The work report specified the task of national taxation system's improvement of the Party's work style, and construction of a clean government for 2012: continuing the efforts at supervising and checking the implementation of significant decisions, tightening the supervision over leadership group and leaders, deepening the construction of internal control mechanism, handling the cases in violation of laws and disciplines severely, reinforcing the supervision and constraint of "two rights", handling the special management work, promote the construction of political and industrial styles, and conduct the education of combating corruption and upholding integrity and the construction of clean government culture.
    The meeting organized a demonstration activity, played the feature film on the national taxation system's construction of corruption punishment and prevention system, summarized the successful experience and practices of taxation organs at different levels in the construction of such system, further clarified work thoughts and overall framework, displayed the great achievements of system construction, and demonstrated the basic experience and practice of taxation system in the construction of internal control system. At the meeting, the representatives from taxation organs at grassroots level introduced the practices and impressions of "entering organs, schools and families" by the culture of honest politics, and some units exchanged their valid practices in preventing duty crime.
    The meeting was presided over by Xie Xuezhi, the SAT's Deputy Administrator and Party Leadership Group member. The meeting attendees included the SAT's leaders, all the department leaders, special supervisor, the major leaders from the state and local tax bureaus at the level of provinces, autonomous regions and municipalities directly under the Central Government, and the leaders from the disciplinary inspection and supervision departments.
