The STA fully implemented the spirit of the keynote speech made by President Xi Jinping at the opening ceremony of the Third Belt and Road Forum for International Cooperation, especially the important instructions and requirements on strengthening the development of multilateral cooperation platforms in taxation and other fields, and further promoted the development of the Belt and Road Initiative Tax Administration Cooperation Mechanism. The STA assisted the Hong Kong SAR tax authorities in hosting the5th Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF) successfully, and presenting the nine outcomes including the Joint Statement of the 5th Belt and Road initiative Tax Administration Cooperation Forum and the Hong Kong Action Plan (2025-2027). The STA further built the cross-border service brand "TaxExpress" innovatively launched service initiatives such as the "Project Leadership System" and knowledge products including "Global Tax News", thereby enhancing the brand's influence. Legal processes for the entry into force of tax treaties between China and Argentina, between China and Gabon, and the tax treaty protocol between China and Austria were completed. China's tax treaty network has further expanded to cover 114 countries and regions. The STA continuously engaged in research and negotiations of international tax rules through platforms such as the United Nations (UN) and the Organization for Economic Cooperation and Development (OECD). The STA proactively enhanced the quality and efficiency of international talent training and the China-OECD LLM Program on Taxation (COTP) has achieved substantive progress. In 2024, 12 tax staff were dispatched to Chinese embassies and consulates, international organizations and foreign universities.
