The STA diligently implemented tax reforms made at the Third Plenary Session of the 20th CPC Central Committee, and advanced reforms across the tax sector. As Value-Added Tax Law was deliberated and passed by the Standing Committee of the National People's Congress and officially promulgated, 14 out of 18 existing tax types have been legislated, marking a significant progress in enforcing the principle of rule of law, The pilot reform of transforming water resource fee into water resource tax was implemented nationwide on December 1, significantly advancing the green transition of the economy and society. Thoroughly executing the Opinions on Further Deepening the Reform of Tax Collection and Administration issued by the General Offices of the CPC Central Committee and the State Council in March 2021, the STA has completed 31 reform tasks as scheduled for 2024 and introduced 52 innovative measures. Progress continued in advancing the digital transformation of tax administration and enhancing tax and fee governance efficiency. A unified, standardized new Electronic Tax Bureau and Smart Office Platform were launched nationwide, alongside the full deployment of fully digitalized electronic invoices. Innovative smart service scenarios were developed for the new Electronic Tax Bureau, achieving 96% tax-related matters handled online, a 26% year-on-year decline in onsite taxpayer visits, and a 20% reduction in average taxpayer processing time, significantly lowering costs for both taxpayers and tax authorities. Regional coordination in tax enforcement was deepened. Cross-regional tax and fee transfer procedures were streamlined with the average handling time reduced by 5-10 days.Eligible enterprises now can complete the transferring-out procedure within a single day.
